  83.                           FILE ONE: INTRODUCTION

  86. INTRODUCTION:
  87.  
  88.   These files covers all aspects of incendiary systems.  They describe useful
  89. initiators, ignitors, incendiary materials, delay mechanisms, and spontaneous
  90. combustion devices designed for direct use in sabotage and unconventional
  91. warfare.
  92.   Incendiaries are promarily used in sabotage to set fire to wooden structures
  93. and other combustable targets.  Certain incendiaries, such as thermite, can be
  94. used for melting, cutting, or welding metals.
  95.   The most basic incendiary system consists of putting a lighted match to an
  96. easily combustible material.  However, a simple match is not always effective.
  97. There are many important combusible targets that require far more heat for
  98. reliable ignition then is available from a match.  There are also instances
  99. where delayed ignition is essential for sabotage success.  This series
  100. contains formulations and devices to satisfy the requirements for high
  101. ignition heat and predetermined ignition delay times for use in sabotage and
  102. other harassment actions.
  103.   Every Incendiary system cosists of a group of elements starting with an
  104. initiator and ending with the main incendiary material.  If the initiator does
  105. not produce enough heat for reliable ignition of the combustible target, an
  106. intermediater or booster incendiary is required.  More than one booster is
  107. necessary for some targets.  The initiator (File 2) can consist of a simple
  108. match, a match and a fuse cord, an acid, or water.  The intermediate heat 
  109. sources are generally called igniters (File 3).  Ignitors produce sufficient
  110. heat to set the principal incendiary charge (File 4) aflame.  Delay mechanisms
  111. (File 5) are frequently used to prevent detection of the saboteur by post-
  112. ponement of the fire for some limited, preditermined time after placement and
  113. actuation of the device.
  114.   Spontaneous combustion is a good sabotage tool.  Favorable conditions can be
  115. established for the deliberate employment of spontaneous combustion (File 6),
  116. that is, setting combustable material aflame without application of direct
  117. flame or spark.
  118.   All of the devices and techniques described herein have been thoroughly
  119. checked by independant test to make certain that they will work as intended.
  120. Detailed instructions are given for the necessary ingrediants and their
  121. preporation.  It is important that these instructions be followed carefully
  122. to be sure that the devices will operate properly.  In addition, close 
  123. attention to the instructions will assure safety.
  124.  
  125. DEFINITIONS:
  126.  
  127.   Common terms used in connection with incendiary systems are defined below.
  128. Note that the definitions are worded so as to cover only incendiaries.  Some
  129. of the terms have additional meanings in the related field of explosives.
  130.  
  131. DELAY MECHANISM..........Chemical, electrical, or mechanical elements that
  132.                          provide a time delay.  Elements may be used singly
  133.                          or in combinations.  They provide a predetermined,
  134.                          limited time interval before an incendiary starts
  135.                          to burn.
  136. FUSE.....................A Flexible fabric tube containing powder that is
  137.                          used to start fires at some remote location.  The
  138.                          powder in the fuse burns and provides a time delay.
  139. IGNITOR..................An intermediate charge between an initiator and an
  140.                          incendiary material.  It is set aflame by the init-
  141.                          iator and produces sufficent heat at high temps to
  142.                          ignite the main incendiary.  Ignitors are fast
  143.                          burning and relatively short lived.
  144. INCENDIARY MATERIAL......A material that burns with a hot flame for long
  145.                          periods.  Its purpose is to set fire to wooden
  146.                          structures and other combustable targets.
  147. INCENDIARY SYSTEM........A group of elements that are assembled to start
  148.                          fires.  The system consists of initiator, delay
  149.                          mechanism (if needed), igniter, and incendiary
  150.                          material 
  151. INITIATOR................The source that provides the first fire in an 
  152.                          incendiary system.  A match is an initiator.  The
  153.                          initiator is so sensitive that it can be set off
  154.                          with little energy.
  155. SPONTANEOUS COMBUSTION...The outbreak of fire in combustible material that
  156.                          occurs without an application of direct flame or
  157.                          spark.  The fire is the result of heat produced by
  158.                          the chemical action of certain oils.
  159. THERMITE.................An incendiary mixture of iron oxide flakes and
  160.                          aluminum powder that reacts chemically when initiated
  161.                          to form molten iron.  Thermite can be used to burn
  162.                          holes in steel or to weld steel parts together.
  163.

  165. TOOLS AND TECHNIQUES:
  166.  
  167.   The equiptment needed for the manufacture of incendiaries consists of simple
  168. items.  They are all readily available.  Required are bottles, jars, pots, and
  169. spoons.  There should be no difficulty in obtaining any of them.  All of the
  170. necessary equiptment is described in each paragraph dealing with a paticular
  171. incendiary compound.
  172.   It is important that the operator follow the directs given in these files
  173. EXACTLY as written.  They have been worked out carefully to give the desired
  174. results with the minimum chance of mishap.  Don't experiment with different
  175. procedures or quantities.
  176.   By it's very nature, the manufacture of incendiaries is dangerous.  It is
  177. the function of incendiaries to burn with an intense flame under the right
  178. conditions.  Care must be taken that no fires result during the making or
  179. placing of the devices.  There are also other dangers in addition to the fire
  180. hazard.  The chemicals used as ingrediants may burn the skin, give off
  181. poisonous fumes, or be easily flamable.  They must not be eaten!!
  182.   When handled with care and proper precautions, incendiaries are fairly safe
  183. to make and use.  Detailed precautions and instructions are given in each
  184. paragraph where they apply.  General safety precautions follow:
  185.  
  186.   o Fire prevention is much more important than fire fighting.  Prevent fires
  187.     from starting
  188.   o Keep flamable fires away from open flames.
  189.   o Good housekeeping in the fire prevention.  Keep work areas neat and
  190.     orderly.  Clean away all equiptment and materials not needed at the
  191.     moment.  Clean up spills as soon as possible.
  192.   o Store incendiaries in closed containers away from heat.  Do not store
  193.     materials any longer than necessary.
  194.   o In the event of fire, remove the incendiaries from the danger area if this
  195.     can be done quickly and safely.  Use large quantities of water to fight
  196.     incendiary fires.
  197.   o Don't mess around when making these devices.
  198.  
  199. Safety precautions in the work area follow:
  200.  
  201.   o Wear rubber gloves, apron, and glasses when handling concentrated chemicals
  202.     if at all possible.
  203.   o Avoid inhaling fumes.  Preform reactions in a well ventilated area or out-
  204.     doors because the boiling is often violent and large amounts of fumes are
  205.     given off that are poisonous if breathed too much.
  206.   o Avoid acid contact with the skin.  If chemicals are spilled on a person,
  207.     wash immediately in running water for several minutes.  If they splash in
  208.     the eyes, wah the open eye in running water for at least 15 minutes.
  209.   o Clean up any acid that is spilled on the floor or bench by flushing with
  210.     large amounts of water.  Acid spilled on wood can cause a fire.
  211.   o Always pour concentrated acids into water.  Never pour water into
  212.     concentrated acids because a violent reaction will occur.
